Enhancing an item
 

Hi, does enhancing an item at a Utopian base have a very low chance of working?

I've got a lvl 19 ship and just spent about 60k trying to add a slot to a weapon. Each attempt costs about 2k so so far I'm about 0/30 attempts.

I've attempted a couple times on some random items too with no success.
