I really like point 1 & 3. However, I think point one would only work if you made the ships require a certain level to be able to purchase. Otherwise you could have people get into bigger ships too...

Yep, and the problem is your shields keep going up but regen doesn't scale at all. Unlike energy where your amount goes up but it also scales regen using engineering. I would personally like to see...

Respeccing would be useful I suppose. Maybe allow it once at level 10 and again at 50 and thats it. Or just give one respec allotment at level 10(20?) and be done with it. That would balance it out...
