The easiest way is to just rename the chars directory if you want to start over with characters, sectors, and persistent galaxy stuff. The game will make a new one, empty directory.

I finished up adding a bunch of new special rooms to Din's Legacy today. Some of the new ones: Monolith, Chamber of Gold, Hall of Death, and Encampment.
