Default Item does nothing?

I just found a necklace that costs nothing, has no 'effects' other than letting your exp be less than normal to go up levels, etc. Below is jpg. Is this normal? Has it happened to you? Just curious.

Hm ... does ease only affect that item, or all items? If the latter, this item might allow to to wield that kickass weapon you found a little earlier.

I don't think I've heard of this happening, but there isn't anything from stopping it. Jewelry requires at least one modifier and in this case that modifier is making the requirements lower (for this item only). It's just random chance that neither the item or modifier provides any real benefit.
