What is level races?

Maybe was asked before, I missed them, sorry.
This because sometimes races leveled up.. this could have impact to player? Like.. Fringe level 3 have more components to sell ?

They'll have better technology available, and bigger ships to guard their planets and attack other colonies.

Same here. It was actually really intriguing to see that happen, figured it might have been a bug since it stopped happening.

it's happening sometims, for now in my most long run (20level ship, fourth sector), I've seen this 3 times
