No way to help infected planet.

This is far from the first time I've encountered an unsolvable quest, but this time I have a set of save files that demonstrates the problem.

I have been trying to help the Lithosoids. When I found them, they were down to one single planet, which was suffering from pretty much every problem known to the Galaxy. It took a while, but cleared diseases, raids, and riots. Still, the planet's population is dropping, and when I target the planet, I see that it is suffering from Galactic flu. Unfortunately, there is no quest to get rid of it, and the planet's population will keep decaying, until a single stray shot kills the race.
