Reduce the "NPC X is starving" quests

I find annoying and immersion breaking that in the town it's plenty of idiots that cannot manage their finance to at least bring food to the table. Besides, it seems that most NPCs don't care at all, what the hell... am I the only sane guy around?

How difficult would be making this quest much rarer? Or at least making the other NPC more cooperative to help who is in need?
