Modding items that grant skills

In Drox, the weapon item drops provided the necessary attack skills. Since Zombasite is on the same base, is it possible to mod items that grant skills when equipped?

Sure, there are a bunch of them already. In Database\MagicModifiers, look at all of the files that start with proc.
