Bzzatah, weapons come in two types: aimed and unaimed.
Aimed weapons match the shooter's attack vs the target's defense, and have a chance to miss even if it looks as if they connected. For example, a missile can catch up to the enemy and miss, or the laser beam can span the distance between the two ships, but do no damage.
Unaimed weapons will hit if they get close enough to the target. If an enemy triggers a mine, crosses the shockwave's front, or if it in the radius of a pulsar, it will suffer damage every single time, regardless of accuracy or defense.
Thus, even if your Scavenger's attack is lacking, your mines, shockwaves, geomagnetic storm generators, manual balistic weapons, etc... will work just fine. One of the many effective builds completely ignores Computers/Attack and sticks to unaimed weaponry. Of course, those builds can't hit anything with lasers, viruses, missiles, etc...
