To play a hardcore character, you must choose that option when you create your character.

Official hardcore characters are characters that were started with the hardcore option. There is a hardcore option (and a loner option) over on the left side of the create new character screen.

The difference is a hardcore character can't be resurrected if they die and they don't have access to the shared stash so they are much more challenging to play than a normal character.
