Default Fewer Webs Mod

As per Shadow's post here:

the attached mod should eliminate many of the excess spider webs generated. I haven't tested it much, but it looks like it works.

Oddly I rarely ran into spiders in the 1.010 patch until this week. I've had three towns in a row with lots of spiders and I now view this mod/fix as a necessity for my sanity.

Just a heads up that the cause for too many webs will be fixed in version 1.011.
