Dungeon doesn't have a teleportation gate to town

I'm on my second town now. Currently in the 2nd level of the dungeon for that town.

After exploring and cleaning out the whole dungeon, I couldn't find a teleportation gate for that dungeon. Looking at the fully explored map, it highlights the gate for going to levels 1 and 3, but no teleport gate to town. Is that normal?

Have you checked for secret doors? Sometimes gates and things are behind those.
