[BUG] unknown target for scouting

The Sisterhood of Light assigned me a scouting mission.

The title read, "Scout - P4".
The text read, "We haven't heard anything from lately. Go scout ."

No further information was provided even after I accepted the quest.

When I used "Save and Exit", then "Resume", the quest disappeared.

I have attached a screenshot of the end result. Note that "Quest Slot Empty" is visible and selectable, but no information appears in the detail window. It can be declined, and then it appears to be gone forever. (It can be duplicated in the save files I posted in the bug related to the treasure hunt.)
