Fighters vs Frigates

I was having problems getting my fighters to actually fight against enemy empire controlled Frigates once war broke out. Fighters seemed to work fine against the misc non-empire ships, but they would just sit there while the enemy frigate (which I was actively targeting with other weapons) killed me.
