Giving gifts, trading items, setting up trade...

Giving gifts, trading items, setting up trade routes with them, and killing their enemies all should improve relations with other covenants.

What you are seeing is the covenants will only sign treaties with you once they like you enough. If they don't like you very much, you might be able to pay them a lot and still sign the treaty....
