Life/mana leech not workings? + questions

i enchanted a two handed axe with life and mana leech. The tooltip show at least 7 life leech x hit (not sure if that's a flat number or a %), but i tested and i get exactly 0 healt casting fire strike, despite doing over 600 dmg.



I also have two minor questions for which i found no answer on the forum, so i'll just ask them here.

1) since there is a cap to the food reduction npc (you can't get past 50%, which means 2 working npc or 4 normal npc, ora 1 working and 2 normal) i was wondering if ther'es a similar cap on similar activities from npc, like entertaining.

2) can i actually upgrade the quality of an item spamming grindstone/scrap in it? I usually get a few more base base stat, lot more durability, but i wasn't able to change the actual quality of the item.
