[MOD] Increased drop rate of 16 slot bags

This mod greatly increases drop rate of 16 slot bags & makes them usable starting at level 1.

I highly recommend uninstalling once you have all the 16 slot bags you want or you'll drown in vendor trash and bags!

Works with Zombasite as well.
