Monster ships not leveling up with mine

Hi,
playing Drox after a short break, first time with 'poverty' and 'unlucky' on. Also have some mods installed.

What I noticed is, while my ships leveled in the first sector to level 9, all the monster ships remained at levels 1-3. No higher level monster ships spawn around.

Is this an expected behavior or should I look at the mods? I installed the 'fewer monsters' mod, thinking it might have something to do with it.

I think its expected.^.^ I have also mods but i can not see any mod that change that the monster dont level up but as i sayd, i think its expectet, my monsters dont level too.

I think its in that way, i dont know with what strenght the races start and if you level fast and the monster would be leveling with you but the races not, they get an enemy what they cant handel with or without you.

Monster levels are set when you create the sector. They aren't going to level with you. If things are getting to easy for you, then it's probably time to move onto a new sector.

If you want to avoid becoming overpowered too quickly in your next sector, I would advise choosing a starting monster level that is a little higher than your own.
