Increased attack speed and Heat Sinks

Is increased attack speed on weapon A supposed to effect the speed of weapons B and C (and vice-versa) or is that a bug?

I'm having trouble figuring out what the point is of Heat Sinks (and other similar items) when I can basically get a Heat Sink that also fires lasers out of it.

If it is affecting the other weapons, it is a bug.

I see. I'm on a Mac, running it via Steam. I'm using one mod, the one that let's you put crew and doomsday weapons in the stash. That shouldn't be the cause.

I have a pc also. I may fire it up and see if it happens there as well.
