We've had a vendor bug for weeks. I've looked at it multiple times with no luck. Then last night in the shower I figured out the problem.

In the next Drox Operative build, different damage types will get damage bonuses/penalties based on what it hits (shields/armor/structure).

You basically needed a planet to get destroyed by monsters or another race and the player can't be near by. In this situation, instead of dropping loot, it would store it in the loot part of the inventory where races are smart enough to take from. Unfortunately this is where the vendor' store items are.

So all that random stuff turning up in the vendors' inventories was actually loot that was dropped off-screen? Come to think of it, that's quite awesome.
This gives me the idea of a "Loot Squad" who fly around and collect everything the player didn't take, selling it off at some kind of interstellar flea market.

Why not have the wandering vendors pick up the stuff? Their inventory is usually half empty.
