Yes, it is announced and it shows up as a quest. The quest is really just there as a reminder.

Temporary, as in, it displays a timer telling the player how long it will last and once it's run out, the missiles fly again?

Well except for the displayed timer, yes. The ceasefire lasts for 5 minutes.
