Do you need a quest to spread propaganda or steal technology, like building totems in DC, or can you do it on your own?

Hoping for the latter. Din's Curse is fantastic, but I'd love more strategy/sim elements in Drox.

You can do it on your own whenever you want. It does cost money and the races get mad when you are caught though.

you can now sabotage planets (cause radiation leaks, power grid failures, etc)

now races get a little jealous of each other when you solve quests for them
