I would suggest chips come with a predetermined set of mods instead of a single random one.
For example, an "Attack Chip Mk. I" could give +150 Attack, 10% additional damage and a 5% bonus to direct and critical hits.
If it's random, there'll be a lot of chips that might not be worth the time it takes to pick them up (chip with +2 to EM resistance, anyone?).

Definitely interesting. Order of magnitude would also be interesting, as in Kivi:1 Din's Curse:10 (ie DC makes roughly 10x what Kivi makes).
