Surprising that it's that expensive. The article I saw suggested using a fragment shader that sampled from both textures and mixed them based on distance. That shouldn't be that bad, right?

That texture is fairly uncommon (except when your town starts out that way), and it's also fairly dark so it's kinda hard to see. Flipping it a little might be enough.

I assume you mean mostly burnedGround02.tga? I attached a tiling version of this texture and its normal map here.

EDIT: Added burnedGround01.

Picked up my new glasses today. One of my wife's first comments was that it made me look bald. I would have thought being bald would have made me look bald.

I found a female Imp NPC today in Din's Legacy called Man and her 2 known personality traits are Bossy and Accepting. I just don't know what to think about that.
