Modding Diplomacy

I want to mod out the diplomacy messages received from AI's that I'm at war with so they can't ask/demand I go to war with races I have treaties with.

Tired of getting flooded with messages wanting me to go to war with my allies when I'm at war with the race sending me message.

It's like if Germany kept demanding the U.S. to go to war with Britain over and over during WW2.
