Why can we lose after we've won?

So you win a sector, and now you have a nice period of relief where you can chill and do what you want, with no pressure to worry about win/loss conditions.

NOPE. Lose conditions still kick in and if the time ticks down you will be forced to roll a new sector afterwards.

Can this be changed? Seems a bit silly.
