Bug Report - Energy Flow Ignoring shields

I recently rolled a build that utilizes Energy Flow, and it worked great to a point, then it started ignoring my shields and damaging my structure.

My Shield Regen had been more than sufficient to cover these same weapons ever since I got them.

The most recent changes I've made to the build is massively upping my DPS by unlocking Overload and dumping points into Tactical to increase that scaling.

I tried to provide the character data, though it seems those aren't accepted file types unfortunately.
