Default Brokering peace negatively impacts neutral factions' views via "Treatment of Enemies"

I'm trying to arrange alliances to protect a young race I want to emerge into the galaxy (I effing Love that mechanic incidentally). Faction A had -7.2 from Treatment of Enemies, but overall has a much more favorable view of me. I want them as allies. They like all of my allies except one, another young race I am also trying to get to emerge, who they are warring with.

I negotiated with Faction B to end their war with Faction A, they were happy to agree because Drox Operatives are a persuasive cadre, and now Faction A has -8.1 with me from Treatment of Enemies.

This represents a corner case I think, where I'm negotiating for the benefit of the third party (Faction A in this instance), with one of their enemies. I'm not throwing papers in the air shouting "game broken, unplayable," it just means I have to spend 5 more minutes grinding credits to overcome them being pissy about me trying to calm bullies. It was an interesting thing of note and I was like Huh, I'm Dying To Talk About This Game Anyway And I Know Where Those People Are Now (eyes on you)

Long story short, I love this game. Solid indie and is making me itch to go back and Depths of Peril again.
