Chests over level 100 not containing loot

Just a small potential bug, but I've been playing at level 100 towns for a little bit, and so far every single reward chest I've got for completing the town (3 so far) hasn't dropped any equipment, just coins and skeleton keys. My guess as to why this is happening is perhaps the loot levels are capped at 100? So a level 106 chest doesn't have any loot chart to draw from. I've also not got many drops from monsters on this difficulty, which may just be bad luck on my end but it might be that monsters over a certain level can't drop loot.
